The U.S. Department of Housing and Urban Development's new Neighborhood Stabilization Program (NSP) channels nearly $6 billion to turn around communities imperiled by the foreclosure crisis. It provides developers and local agencies with opportunities and incentives to rehabilitate and build new projects in target areas, emphasizing economically and environmentally sustainable community development and energy efficiency improvements. Now that the NSP is nearly one year into its 18 month duration, HUD, local cities and developers will weigh in how much impact have individual NSPs have had on target communities and current opportunities to take advantage of the program and its incentives.
